To have the problem, I need to cleanly shutdown and remove the power.
Then I have:
$ rfkill list
0: phy0: Wireless LAN
    Soft blocked: yes
    Hard blocked: no

If I shutdown cleanly and cold boot, restart, or resume from suspend
(sorry, never had any luck with hibernating doing anything other than
being a shutdown equivalent, but that's another story…), then I have:
$ rfkill list
0: phy0: Wireless LAN
    Soft blocked: no
    Hard blocked: no
