Hi! Thanks for this bug report! LibDebconf-KDE is a C++ library used by Apper and Muon to display Debconf dialogs. It also is used to make PackageKit tools display KDE debconf dialogs. The thing you're talking about looks like the old Perl-based Debconf-Qt implementation, which is AFAIK not completed. (Or Qt4-Perl bindings missing)
