Ivan: is what I have been trying to say for ages. Sometimes it works on larger windows, but mostly on small windows is broken as per your video. I have resolved the problem by trashing compiz-decorator (which is just a symlink to unity-window-decorator) and using Emerald instead. And from my experience, it is not only happening with ATI video cards.
