I had the same problem with several Linux distributions (*Ubuntu,
Fedora, Debian, Suse, Mint, and many more, yes I've installed them all
in the last months) but now I solved this problem in Arch Linux by
editing:

/usr/lib/pm-utils/defaults:

# HIBERNATE_MODE="shutdown"
HIBERNATE_MODE="shutdown"

Just uncommented this line. Don't know if it works in other cases.
