I can reproduce this on Precise (unity 4.24.0-0ubuntu3) by having 1 gnome-terminal window open and launching gimp. Toolbar gimp window appears in front of dash. Later on dash and launcher move to background completely when called. http://ubuntuone.com/7gpKE9gb3qwBz4LAsxGLFu
