Hi Kenyon, thanks for reporting. I'm having trouble reproducing your logrotate errors with puppet 2.7.1-1ubuntu3.2 on oneiric. It appears the log directory is in fact created by the puppet-common package, on which both the puppet agent and puppetmaster packages depend on. Without later manually removing /var/log/puppet, I am unable to reproduce. I've also confirmed that the corresponding logrotate config is removed on purge, so it should not be attempting rotation if the package is no longer installed / log directory removed during purge.
