Yes i tend to agree it shouldn't really be up to Inkscape to fix this problem. But given this is the default appearance in Ubuntu since 11.04 many users will be affected.
Its mostly a simple one line fix to ensure the window has a minimum height, which is generally useful on all platforms. I am happy to fix these issues rather than potentially leave users with a bad first experience, especially on commonly used dialogs like Layers and Path Effects.
