How are you shutting down from KDE when this bug occurs? Is it
definitely reproducible after hibernate/resume, and definitely not
reproducible without hibernating?

Plymouth is just the splash screen on shutdown; it should not prevent
the system from powering off. If it does, this is most likely a bug in
the frame buffer driver in the kernel.
