This can be closed - I found a 3rd party driver left over from a previous install that was screwing up /dev/video0. There must have been a boot time race condition because sometimes this got /dev/video0 and sometimes not. It was just more likely to get there first on 3.00.14 than previous versions. Now removed the cameras seems to be functioning fine.
