debdiff doesn't read the funky chars correctly it seems, so that created the funky stuff with the po files. As for the silly rfc2045 portion, I am guessing that would be on the patch file for ubuntu against debian in MoM. It is fixed this time. This bug report has gotten huge quick, and the librarian is going to start cussing us ;)
