What Shotwell does is, rather than remember what email client you use and try to launch it directly, it calls out to Nautilus for this, which, in turn, keeps a list of default handlers for various types of action. In this case, we'd be calling nautilus-sendto, which should call whatever you've chosen as your preferred mail client. If nautilus-sendto says something like: Expect URIs or filenames to be passed as options ...then it's most likely working as intended, and Shotwell is to blame.
