I have found a solution which works(at least yesterday and today) on my laptop. My laptop is BenQ S73 with intel centrino duo T2050 and ATIx1600. I installed Ubuntu Feisty. I found that before shutdown, remove the pcmcia module as follows:
#sudo rmmod pcmcia Then the computer COULD turn off the power. I don't know the exact reason, and I have called the manufacturer. They said that my has PCI express slot INSTEAD OF pcmcia slot.
