I am afraid that TeXLive will always lag in ubuntu. Repackaging it in debs appears to be simply a too huge effort.
Since texlive already has its own package manager, I suggest creating a minimalistic texlive-installer deb package that automatizes to some extent the install of a vanilla TeXlive as described in http://tug.org/texlive/debian.html This should boil down to 1) The package declares to be providing all the stuff in http://tug.org/texlive/files/debian-control-ex.txt 2) The package at install downloads the TexLive installer and runs it, so that the installer downloads a base system from ctan 3) The package at uninstall uses the TeXlive installer to uninstall and verifies that everything is properly cleaned up.
