Public bug reported:

It's not possible to connect virtual CDROM devices to an existing virtual 
machine.
Steps to reproduce:
- In Virt-manager, doubleclick a virtual machine
- View > Details > IDE CDROM1
- Click 'Connect'

You can click the button as long as you like, it won't give the expected
dialog.
