"halt" does not guarantee that the system is powered off; to get this you need to use the 'poweroff' command or 'shutdown -P'. If you call 'shutdown -P' and the system still does not power off, that's a (separate) bug. But not powering off in response to 'shutdown'/'halt' is allowed behavior.
