I have the exact same problem. Sometimes skype will work and sometimes it will not. I get what appears to be a bad sampling rate in that people hear my speech compressed on 90% of the test calls; it sounds like Helium voice and is compressed in time; a ten second message comes across in 3 or 4 seconds. When it does "work" it is still difficult to understand my voice. The voice recording in Cheese works properly except the sound quality is just awful. The webcam works in Cheese and on skype pretty well. I just can't speak to anyone.
When in the sound settings, the microphone seems to work most of the time, but sometimes it freezes and the volume control slider will not respond, then the sound setting will not respond and I have to force the process to end. I bought this specific webcam because it is listed on your site as "working." At this point I would be interested in knowing if ANY webcams work with 11.10 and which ones.
