libtinfo-dev package lacks a pkg-config configuration file. See for
instance how it breaks ncurses:
$ pkg-config --libs ncurses
Package tinfo was not found in the pkg-config search path.
Perhaps you should add the directory containing `tinfo.pc'
to the PKG_CONFIG_PATH environment variable
Package 'tinfo', required by 'ncurses', not found
