This bug isn't specific to TIFF images, it happens with JPEGs too. Visually, what happens is that the upper left portion of the image shows in the window. As you move the scrollbar, the image moves, but newly- exposed areas are not rendered (they show as dark blue on my system). When you stop moving the scrollbar, the image is redrawn with only the upper left part visible.
