Public bug reported:

Binary package hint: gnome-panel

I have two desktops set up, but the panels (top and bottom) only appear
on the first desktop. Also, any applications running in one desktop get
minimised when you switch to the other desktop. This a real pain when
you don't have the panel to bring it to a normal state again. This used
to work fine in v6, and when I first installed 7.04, but one of the
recent updates seems to have broken something
