ubuntu-defaults-builder does support it, it ships the file correctly:

$ cat usr/share/ubuntu-defaults-ca-valencia/language.txt 
ca@valencia

That gets copied verbatim to the CDs as /isolinux/lang, so I figure the
.iso has it right, too. So either gfxboot doesn't understand them, or it
expects those variants to be in a different format. Colin, do you have
an idea what goes wrong here?
