Guess what? The global menu isn't dead! I like TreviƱo's proposal too!
It can motivate all apps to have an app button like Chromium!

Make the app buttons customizable to programmers, not to users. If it
isn't customizable to programmers, menu items will be one more click
away (one File click becomes one Menu click, then one File click). If it
is customizable to programmers, programmers will try to make an app
button like Chromium (with most important items that were going to
appear in a deep level actually appearing in the root level).
