I would argue that the user should be somewhat responsible here... I
don't plan to fix this at the dpkg level at least. Maybe you can
reaffect the bug to upstart if you really believe that it deserves some
more consideration.

Note that it's pretty rare that the system ends up entirely unusable
even when interrupted in the middle of an upgrade.
