Public bug reported:

The resource agent /usr/lib/ocf/resource.d/heartbeat/apache does not
create the directory /var/run/apache2 at startup and so apache refuses
to start.

I inserted the line:

mkdir $HA_VARRUNDIR/apache2

before starting the apache daemon which resolved the problem but i am
not sure if this is the correct way.
