I am seeing this even after setting the window popup delay to zero.  I
think the configurable delay is actually a red herring for the real bug,
a lack of responsiveness when hitting alt-tab.  On my machine the lag
between the keystroke and the window appearing is about 400-500ms.
Other compiz-related keystrokes, such as the expose view, something
starts to happen /instantly/ once the key is pressed.

This bug really hurts the overall feeling of the OS's responsiveness.
