I'm reopening the bug.  I can reproduce it on natty on my netbook.

Fwiw, I found that I could resolve it by doing:

  echo 40 > /sys/module/psmouse/parameters/rate

it seems to make the touchpad a bit more jittery (which is acceptable
for me when in a situation where I want to max out battery life).
Perhaps a value of 60 would be a better compromise.  The default appears
to be 100.

I'm not sure what package exactly is responsible for this sysfs setting;
I'm going to go ahead and assume the kernel for now.
