This behaviour is not evident today - i.e. the copy window is appearing on top as would normally be expected so may not be easy to replicate.
Incidentally the 'File Operations' copy window is not visible using alt+tab (this behaviour is persistent) - not sure if it should be included here or entered as a separate bug?
