Public bug reported:

Similar to the noplymouth kernel parameter it is useful[0] for many 
people[1],[2],[3], etc. to have _one_ _simple_ mechanism to turn off _any_ and 
_all_ MOTD output.
Not just ssh configuration, but pam, ~/.hushlogin and the hilarious 
~/.sudo_as_admin_successful.
