Put this down as Wishlist, if you like, but I would argue that this is
established behaviour in web browsers. There was a paradigm shift from
multiple windows to multiple tabs in order to reduce clutter, and all
major browsers on all PC and tablet platforms today subscribe to this
paradigm. It is easier to shift between tabs in the same window, as
compared to windows (which would require activating Scale when there are
several windows open). It is also easier to drag between tabs as the
distance travelled by the mouse would be smaller. Even without a mouse,
Ctrl+C, Alt+#, Ctrl+V is easier than switching windows because Alt+Tab
is now an application switcher rather than a window switcher.
