For what it's worth, if the password on a keyring is set to the empty string---something you can do with seahorse---the keyring will be stored on disk as a plain-text file. The INI-style format leaves a lot to be desired, but at least it's a way to do export and import with gnome- keyring. Other password tools could easily add support for this.
