I have a similar problem... I try to update from Ubuntu 11.04 to 11.10. It tries to update, but it gives an error message similar above.
When I try to follow the "command 'ubuntu-bug update-manager' in a terminal," I get message that my Ubuntu package is not genuine, and that my problem will not be reported. The files on my /var/log/dist-upgrade/ directory are: 20110131-0822 20111015-1414 apt-clone_system_state.tar.gz 20110205-1150 20111023-1059 apt.log 20110523-1954 20111024-1916 lspci.txt 20110524-0743 20111102-1115 main.log 20111015-0831 20111112-1404 system_state.tar.gz 20111015-1055 20111112-1417 term.log I hope this helps in resolving the inability of my desktop to upgrade. I had Ubuntu in this desktop since version 10.10. The internet connection is through our university which requires proxy, I did not have problems before upgrade relating to the proxy.
