I'm getting a similar problem on 7.04 and my Core 2 Duo T7200. Looking through dmesg, and the output of /sys/devices/system/cpu/cpuX/cpufreq that the module is only registering (and creating a directory) for cpu1.
Also if I unload and reload the module acpi_cpufreq cpus cpu scaling works, how ever sometimes I'm unable to unload the cpu_freq module.
