Same bug here on my Samsung N130 netbook. Settng Grid thresholds to zero does effectively eliminate problem for me but, it also gets rid of the "aero snap" feature that I love so much when dragging windows to the edge of screen. A decent workaround is switch to windows on other workspaces by clicking the icon in Unity dock of a window opening in other workspace. This is very annoying if you switch workspaces a lot and look forward to it being fixed. Otherwise Unity is pretty awesome on my netbook.
