I can confirm that this bug is NOT fixed. I get this issue constantly with all updates applied as of today: (1) Start a new desktop session (2) Open a full-screen Thunderbird on workspace 4 After doing those steps there is about 50% that Unity renders it's windows below all other windows.
Also, it not only affects the launcher, but also the dash/lenses and the task switcher (ALT-Tab).
