Compiz has a Benchmark plugin in the compiz-plugins-extra package. However in my experience it is grossly inaccurate and does not represent the current frame rate that compiz is actually achieving.
The frame rate that compiz tries to use is determined by the Composite settings: Detect Refresh Rate and Refresh Rate. You should try tweaking them with Detect Refresh Rate off and increasing Refresh Rate. Sorry I don't know a reliable way to get output from compiz about the rate it is actually achieving.
