I have no good ideas off-hand, but I might be able to get some hints from tcpdump/Wireshark packet logs, as I did with bug 881843.
HPO/David: would either of you be willing/able to get packetlogs of the IPP session (using "sudo tcpdump -i eth0 -p -w packetlog port 631")? I would need one from the current CUPS version in Oneiric (which isn't working), and ideally, one from Ubuntu 11.04 or earlier. I also have a patch for the Oneiric CUPS at https://bugs.launchpad.net/ubuntu/+source/cups/+bug/881843/comments/6 applied, which effectively downgrades the IPP backend to CUPS 1.4.6.
