Just made some tests here, and I'm positive that can edit the content!
What I'm unsure is if it occurs only outside my home folder, since
I've seen it to occur there also. Using mv is working fine and I've
found later that if you just drag and drop the file, it just plain
works. The only thing missing is the enabled cut icon, both on the
context menu and on the window menu.

I took some time sorting files on my HD here to play with nautilus and
I've found something I thought you should know.
Seems like the menu options get stuck with the context of the folder
where the location bar is pointing at.
So, say you have a folder where one of its parents doesn't allow you
to delete files, just list them. You entered that folder with nautilus
and go deeper in its children using the tree, up to some point where
you have full rights. If you then open the context menu for a file in
that folder, or select a file and open the main menu, the options
enabled will be the ones of the context of that parent folder (that
kept selected on the location bar), not the ones of the file you have
selected.
