What's the version relationship between xserver-kdrive and Xorg? I
see that xserver-kdrive is 6.6.1+cvs and that you are the maintainer
in Debian, so you might be able to shed some light on the question.
(Actually building the Xephyr binary from xorg is trivial and
something which wouldn't be a problem at all.)
