Whether this is critical or not (it IS critical for me), having no
"restart" and not being able to add it easily is against the spirit of
Linux, which is all about having choice.  I had this choice in previous
releases, I don't have it now.  A clear step back.  PLEASE, consider the
very reasonable proposal of the bug description above:

* when suppress_logout_restart_shutdown is False, display only 'Shutdown...' in 
the menu
* when suppress_logout_restart_shutdown is True, display 'Restart' and 
'Shutdown' in the menu
