Looks like this would need fixed in the xserver patch 190_cache-
xkbcomp_output_for_fast_start_up.patch
It does check for write/open permissions on whatever the configured
output directory is, but if it finds it doesn't have them it defaults to
/tmp. :-P
Perhaps OutputDirectory should be modified to return an error code, and
callers updated to check the code and exit more gracefully if failed.
