A workaround that doesn't involve installing gnome-compiz-manager can be found 
in this comment (although the manager is perfectly valid as well):

There are a number of reasons the gnome manager is not available by
default, most of which are regarding the fact users can really screw up
their set-up with the advanced features available on it. The manager is
great, but not suitable for novice users. It is assumed that users who
want this sort of thing are able to install it themselves without
difficulty.
