We need to find the last common version in the changelogs. Example:

Debian releases 1.0-1
Ubuntu syncs it
Debian releases 1.5-1
Ubuntu updates the package to 2.0-0ubuntu1
Debian releases 2.1-1

When we do the sync, we need the changelog for 1.5-1 and 2.1-1.
