I've just tried Oneiric and this unfortunate bug is still here.
But here's something that might be useful: I have Natty downgraded to 2.6.36
(just to evade this bug) on another partition and when I did a warm reboot from
Oneiric the bug was still there. I was quite surprised because I never had
those issues before on .36 kernel. What also struck me was a Bluetooth
indicator that was also never there before. The Bluetooth applet seemed
functional but after a shutdown WiFi was back to normal and Bluetooth reports
"no adapters".

Considering this all happened after a warm reboot maybe it's possible
that powering up Bluetooth somehow messes with 802.11? Or it could be a
faulty firmware uploaded?
