The same issue is on 11.10. I have copied settings from 11.04 installation had before and it looks like there are no global menu for Empathy Contact List window. I am not sure if it is previous settings are not handled or a bug. Another interesting issue with Empathy: it stopped logging conversations and shows me a list of old ones instead even the preference option says to keep log.
