Okay, since sending the gconf process a SIGHUP causes this for you, then it certainly is caused by Bug #848198 and should be marked as a duplicate. If, after that has been fixed and you can still reproduce this behaviour, please unduplicate it. If you read the upstream bug linked to in Bug #848198, note it is mentioned in that bug that the GConf problem arises when package upgrades ask GConf to reload itself - which explains why this gnome- shell bug is intermittent. Also, while there are patches attached to the bug that should fix the issue, they have not yet been committed. The fact Fedora does not have this problem is likely because either their packages do not signal the GConf process to reload on upgrade, they have added the patches from the upstream bug already to their packaged version of GConf, or they are not using the DBus-based version of GConf.
