Not a coreutils bug (coreutils is a collection of utilities like cat, cp, mv...). Perhaps console-setup?
I didn't get ISO-8859-1 characters when I tried to cat a file with a few UTF-8 characters: instead, I got funky graphics characters (similar to what you'd see if you echo a Control-N to the terminal, followed by text, only twice as tall). Running "setupcon" fixed it instantly.
