Public bug reported:

As of cogl 1.8.0-1 in precise, gir1.2-coglpango-1.0 and libcogl-pango0
are split out from the main gir1.2-cogl and libcogl packages. So gnome-
shell now needs a dependency on gir1.2-coglpango-1.0. Otherwise it
fails to start with a message like

/usr/bin/gnome-shell: error while loading shared libraries: libcogl-
pango.so.0: cannot open shared object file: No such file or directory

or

JS ERROR: !!! Exception was: Error: Requiring Clutter, version
1.0: Typelib file for namespace 'CoglPango', version '1.0' not found
