Public bug reported:

When the bitlbee-plugin-otr package is installed, Bitlbee won't start
anymore:

# service bitlbee start
Starting BitlBee IRC/IM gateway: bitlbee/usr/sbin/bitlbee: symbol lookup error: 
/usr/lib/bitlbee/otr.so: undefined symbol: otrl_init

Also I thought OTR was build-in Bitlbee since 3.0? Do we need the extra
OTR package?
