I just upgraded to Oneiric today and am using Unity (which I avoided in Natty because it was unstable for me), and this problem persists. The only way to get a file/edit/etc. menu is with the mouse. This really is a huge step backwards for people who like to open menus without fiddling with mouses and touchpads. So please don't consider it fixed.
