Further info (not sure how relevant, but might help):

The user I am logged in as has UID of 1001.
login.defs has UID_MIN 1000 and UID_MAX 60000

In 11.04, I had used gconf_editor to set
apps/desktop/gnome/lockdown/disable_user_switching to TRUE.  This key is
now not writable in 11.10.  Not sure of significance, but seems slightly
odd so may be useful information.
