The problem happens because /etc/network/if-up.d/upstart now only emits
the static-network-up event when all network interfaces described at
/etc/network/interfaces are properly configured (bug 838968).

At linaro-nano the bug only happens because we're also adding the usb0
interface, as it's common at some devices we support. After removing it
at Panda I'm able to boot it without the annoying wait for more than 2
minutes.
